Transparency International Zambia (TI-Z) has released an independent assessment of the UPND administration’s first four years in office (2021–2025). The review highlights moderate progress in areas such as debt restructuring, macroeconomic stability, and the recovery of stolen assets through Operation Recovery.
However, the overall performance on anti-corruption and governance promises remains low, scoring just 2.1/5. Key challenges include stalled legal reforms, limited political will beyond the presidency, selective application of laws, and failure to operationalize commitments like lifestyle audits and full access to information.
