BACKGROUND
As part of the efforts to measure corruption, Transparency International Zambia in collaboration with the Anti-Corruption Commission will be undertaking the 2022 Zambia Bribe Payers Index (ZBPI) survey. The ZBPI is a summary of a survey report that is published every other year with the intention of providing an empirical measurement of bribery incidences in the Government departments and parastatals in Zambia. The main objective of the 2022 ZBPI survey is to have empirical anti-corruption data that will help stakeholders to design and implement appropriate anti-corruption interventions. In the country, TI-Z and ACC also utilizes the information generated from the ZBPI as a basis of engagement, advocacy, and implementing interventions in the fight against corruption.
QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANT(S)
In light of the above, TI-Z and ACC are hereby calling for applications for consultancy services to conduct the 2022 ZBPI. The selected Consultant must have considerable experience of at least five years in managing surveys; preferably in managing panel surveys (involving repeated interviews with individuals and/or households over time). This includes preparing survey materials, training and supervising enumerators, electronic data collection, maintaining records, and ensuring confidentiality of records. The Consultant must have sufficient experience and capacity to manage survey logistics, including equipment, materials, and personnel. To be considered for this project the Consultant must demonstrate capacity and capabilities in the following:
a) At least a Master’s degree in social sciences, governance studies, development studies, or any other relevant qualification;
b) Demonstrated experience of having conducted two similar projects in Zambia over the past six years.
c) Excellent written and oral communication skills in English.
d) Strong capacity and experience in planning and organizing survey logistics, including the design and implementation of protocols to ensure high quality data;
e) Demonstrate experience in conducting multi-topic quantitative surveys with households;
f) Strong skills in the development and implementation of electronic data collection tools, data management, and analysisg) Capacity to store and maintain data in a manner that protects respondents’ identities;

1. A cover letter summarizing suitability and qualifications for this assignment.
2. List of relevant similar assignments or actual outputs from these assignments.
3. CVs of the team members.
4. Technical and financial proposal with indicative work plan showing consultant’s planned approach to the assignment.
5. Company profile and compliance to the Laws of the Republic of Zambia, if registered as a company.
6. Any other support documents.
