The Social Cash Transfer Programme is Zambia’s largest public social protection intervention and plays an important role in reducing poverty and supporting vulnerable households.
This report presents the findings of a corruption risk assessment conducted by Transparency International Zambia (TI-Z) to identify corruption risks and institutional vulnerabilities affecting the programme’s implementation. It also documents experiences and perceptions of corruption, with particular focus on Kalumbila and Solwezi districts.
The assessment identifies risks associated with payments to representatives of deceased beneficiaries, delays in updating beneficiary records, bribery, nepotism, conflicts of interest and political interference. It also examines the benefits and challenges of mobile money payments, particularly for elderly, visually impaired and technologically vulnerable beneficiaries.
The report provides practical recommendations for strengthening payment processes, beneficiary information management, complaint handling, stakeholder participation, transparency and accountability.
