Executive Summary
The 2022 Zambia Anti-Corruption Conference (ZACC) was held on the 1st and 2nd of December under the theme: “Steering the Fight Against
Corruption Towards Public Procurement.” A total of 117 delegates attended the conference drawn from government institutions, Civil Society
Organizations (CSOs), Media, Academia, Multilateral Agencies and Embassies accredited to Zambia. Further, more than 1000 people followed
the conference proceedings live through Facebook and online conferencing.
On the first day, Mr. Patrick Kangwa officially opened the Conference and delivered a speech on “Government’s Commitment to Public
Procurement Reforms in Zambia” while Mr. Rueben Lifuka, the Transparency International Global Vice Chairperson spoke on “Transparency
International’s Strategy for Combating Public Procurement Corruption.” As part of the official opening ceremony, His Excellency Mr. Johan
Hellenborg, the Swedish Ambassador to Zambia, Her Excellency Dr. Anne Wagner-Mitchell, the Ambassador of Germany to Zambia, and Dr.
Sahr Kpundeh, the World Bank Zambia Country Manager, jointly spoke on “The role of Strong Democratic Institutions in Fighting Corruption.”
Finally, His Excellency Mr. Nicholas Woolley, the British High Commissioner to Zambia and His Excellency Mr. Jacek Jankowski, the Ambassador
to the European Union Delegation to Zambia and COMESA, jointly spoke on “International Support for Public Procurement Reforms in Zambia.”
On the second day, Honorable Mulambo Haimbe, the Minister of Justice, read the Key Note Speech on Behalf of the Republican President,
His Excellency Mr. Hakainde Hichilema, and received the Conference Declaration. As part of the conference, we hosted high-level panel
discussions on the Legal Framework, Administrative Procedures, Technology and Innovation in public procurement and Business Integrity.
Further, Young people drawn from selected High Schools, Colleges and Universities debated the conference themes and related matters while
others presented poems during the conference proceedings. In closing the conference, we hosted a joint media briefing to share progress on
the implementation of the 2021 ZACC declarations and presented the 2022 ZACC conference declarations.
